Evaluation of Collaborative Governance in Inflation Control During Religious Holidays

This study evaluates the collaborative governance practiced by the Regional Inflation Control Team (Tim Pengendalian Inflasi Daerah [TPID]) of Jembrana Regency during HBK periods, using the collaborative governance framework of Ansell and Gash (2008) in combination with William Dunn’s public policy evaluation criteria. A descriptive qualitative method was employed, with data collected through in-depth interviews with sixteen purposively selected informants, nonparticipant observation, and document analysis, and analyzed using the interactive model of Miles and Huberman. The results show that TPID Jembrana has comprehensively implemented collaborative governance through the 4K strategy, comprising price affordability, supply availability, smooth distribution, and effective communication. Resource asymmetries among regional agencies were transformed into symbiotic interdependence rather than sectoral domination; the institutional design was structured inclusively with clear ground rules; and facilitative leadership successfully mediated intersectoral conflicts while empowering weaker actors, such as small-scale traders. When evaluated against Dunn’s criteria, the policy was found to be effective, efficient, equitable, and responsive, although its adequacy and appropriateness in achieving long-term food self-sufficiency remain only partially fulfilled. The main inhibiting factors include stagnation in budget absorption following the 2023 regional leadership transition, external climate shocks associated with El Niño, the reduction in paddy-field area, and pest infestations. The collaboration measurably increased the local production of rice, shallots, chili peppers, and livestock products, thereby providing a buffer against demand-pull inflation and successfully preventing panic buying during religious holidays. This study contributes to the collaborative governance literature by demonstrating that resource asymmetry can serve as a catalyst for, rather than an obstacle to, effective multi-actor inflation control at the district level.
