Determinants of Interest in Procurement of Goods/Services Certification Among Police Personnel: the Role of Organizational Support, Self-Efficacy, Workload, and Career Motivation

Abstract

Professionalism in the procurement of goods/services (PBJ) sector requires competency certification as a benchmark and professional standard for every public employee managing the state budget, including police personnel. However, low interest in certification among personnel within the Bali Regional Police (Polda Bali) has been identified, possibly influenced by a number of factors, both organizational and individual. This study aims to provide a comprehensive understanding and empirical evidence regarding the factors driving interest in certification as a manifestation of professionalism in PBJ. The study was based on a quantitative survey method involving a sample of 175 respondents who were police personnel within the Bali Regional Police. The results found that, partially, workload, career motivation, self-capability, and organizational support were proven to have a positive and significant relationship with interest in PBJ certification. Furthermore, self-efficacy indirectly mediated the influence of career motivation on certification interest, but did not mediate the influence of workload on certification interest. Furthermore, organizational support was found to moderate the influence of career motivation on certification interest, but did not moderate the influence of workload or self-efficacy on the interest in participating in PBJ certification among police personnel within the Bali Regional Police.
